AZERBAIJAN

The Republic of Azerbaijan includes the Nakhichevan Autonomous Republic and Nagorno-Karabakh Autonomous Region (which was abolished in 1991). Situated in the eastern area of Transcaucasia, it is bordered in the west by Armenia, in the north by Georgia and the Russian Federation of Dagestan, to the east by the Caspian Sea and to the south by Iran. It has an area of 33,430 sq. mi. (86,600 sq. km.) and a population of 7.83 million. Capital: Baku. The area is rich in mineral deposits of aluminum, copper, iron, lead, salt and zinc, with oil as its leading industry. Agriculture and livestock follow in importance. ,In ancient times home of Scythian tribes and known under the Romans as Albania and to the Arabs as Arran, the country of Azerbaijan formed at the time of its invasion by Seljuk Turks a prosperous state under Persian suzerainty. From the 16th century the country was a theatre of fighting and political rivalry between Turkey, Persia and later Russia. Baku was first annexed to Russia by Czar Peter I in 1723. After the Russian retreat in 1735, the whole of Azerbaijan north of the Aras River became a khanate under Persian control until 1813 when annexed by Czar Alexander I into the Russian empire.,, ,Until Russian Revolution of 1905 there was no political life in Azerbaijan. A Mussavat (Equality) party was formed in 1911. After the Russian Revolution of March 1917, the party started a campaign for independence, but Baku, the capital, with its mixed population, constituted an alien enclave in the country. While a national Azerbaijani government was established at Gandzha (Elizavetpol), a Communist-controlled council assumed power at Baku. The Gandzha government joined first, on Sept 20, 1917, a Transcaucasian federal republic, but on May 28, 1918, proclaimed the independence of Azerbaijan. On June 4, 1918, At Batum, a peace treaty was signed with Turkey and a Turko-Azerbaijan force started an offensive against Baku, but it was occupied on Aug. 17, 1918 by 1,400 British troops coming by sea from Anzali, Persia. On Sept. 14 the British evacuated Baku, returning to Anzali, and three days later the Azerbaijan government, headed by Fath Ali Khan Khoysky established itself at Baku.,, ,After the collapse of the Ottoman empire the British returned to Baku, at first ignoring the Azerbaijan government. A general election with universal suffrage for the Azerbaijan constituent assembly took place on Dec. 7, 1918 and out of 120 members there were 84 Mussavat supporters; Ali Marten Topchibashev was elected speaker, and Nasib Usubekov formed a new government. On Jan. 15, 1920, the Allied powers recognized Azerbaijan de facto but on April 27, of the same year the Read army invaded the country and a Soviet Republic of Azerbaijan was proclaimed the next day.,, ,Azerbaijan Communist party held its first congress at Baku in Feb. 1920. From 1921 to 1925 its first secretary was a Russian, S.M. Kirov, who directed a mass deportation to Siberia of about 120,000 Azerbaijani ?national deviationists,? among them the country?s first two premiers. Later it became a member of the Transcaucasian Federation joining the U.S.S.R. on Dec 30, 1922. It became a self-constituent republic in 1936.,, ,In 1990 it adopted a declaration of republican sovereignty, and in Aug. 1991 declared itself formally independent; this was approved by a vote of referendum in Jan. 1992.,, ,There armed forces of Azerbaijan and the Armenian separatists of the Armenian ethnic enclave of Nagurno-Karabakh supported in all spheres by Armenia fought over the control of the enclave in 1922-94. A cease-fire was declared in May 1994 with Azerbaijan actually losing control over the territory. A Treaty of Friendship and Cooperation w/ Russia was signed on 3 July 1997.,,
